NEW YORK — A police lieutenant committed suicide Thursday, days after he ordered another officer to fire a stun gun at a naked, distraught man who then fell to his death, police said.
“Hopefully his death will make a difference,” she said, weeping.

When he stepped out of his third-story apartment and onto the fire escape he was naked, police and witnesses say, and he was talking about wanting to die.
